GSA Schedules Consolidation Update

GSA is finally moving toward implementation of the consolidation of its Schedules contracts. In October 2019, it consolidated all of the Schedules into a single solicitation. All new GSA Schedule offers must be submitted and will be awarded under this single solicitation. For existing contractors, GSA a Mass Mod has been issued to all current Schedule holders to align terms and conditions of those contracts to the new consolidated vehicle. The deadline to complete the mod is July 31, 2020.

2020 NDAA FAR Part 16 Debriefing Changes

FAR Part 16 task or delivery orders do not require Contracting Officer’s to provided debriefings to unsuccessful bidders for orders below $5.5M. However, the 2020 NDAA mandates that the FAR be amended to change this rule. Upon implementation, Contracting Officer’s will be required to explain to unsuccessful offerors why their offer was not chosen on orders above the Simplified Acquisition Threshold but below $5.5M.

Border Wall Funds Released

On January 8, 2020 the Fifth Circuit overturned a lower court’s ruling barring President Trump from using $3.6B in military funds for purposes of constructing a portion of the border wall.
